Answer
He has to make up the fast and pay a compensation; because the default is that the day continues, so doubt is not sufficient to waive the compensation. If the situation was not clarified, he would not have to make it up. However, if it becomes clear to him that the sun has not set, he must make it up. Refer to Badai' al-Sanai' 2: 100.
