Zakat on the Debtor

Question
A person was one of the major traders, but his situation deteriorated and he went bankrupt, resulting in a debt of four hundred thousand Jordanian dinars. He then left Jordan for another country, where he works and earns between one thousand to two thousand dinars per month. He accumulates this amount until he gathers between ten to fifteen thousand dinars a year to gradually pay off his debts. Is there zakat due on the amount he accumulates in a year (ten to fifteen thousand), knowing that he is gathering it to send to his creditors gradually?
Answer
I say, and with God's help: Zakat is not obligatory on one who has wealth that covers his debt, and God knows best.
