Answer
I say, and with God's success: The obligatory wiping of the head in ablution is achieved by the wet hand touching the member, either by moisture taken from the vessel, or moisture remaining on the hand after washing a member of the washed parts. The remaining moisture on the hand after wiping a member of the wiped parts is not sufficient, nor is moisture taken from any of his members, whether that member is washed or wiped. Likewise, in wiping over the socks and the splint, refer to: Sharh Al-Wiqayah p. 76, and Al-Sayah 1: 76, and God knows best.
