The Thriftiness in Ablution Water

What is the ruling on someone who is stingy and reduces the water in ablution?
Answer
I say, and with God's success: It is part of the etiquette of ablution that the amount of water used should not be less than a mod, meaning it should not be scarce or minimized to the point that it approaches the limit of mere anointing, and the dripping should not be apparent; rather, it should be evident. Refer to: Tabyin al-Haqaiq 1: 6-7, Majma' al-Anhar 1: 16, Bada'i' al-Sana'i' 1: 23-24, and the acceptable comments on the Alaiyya gift, p. 25, and God knows best.
