The Ruling on Zakat for Borrowed Money

If I have money, for example, let's say one thousand dinars, and two months before the due date of Zakat, someone borrowed it from me, and I do not know when he will repay the debt, should I pay Zakat on it? What is the ruling if he repays the debt before the Zakat due date?
Answer
I say, and with God's success: Zakat on debt must be paid if the wealth reaches the threshold after the debt is repaid. If the debt is expected to be repaid during its term, Zakat should be paid for each year of the debt. If there is no hope of repayment, Zakat should only be paid for the year in which it was taken.
