The Ruling on Retracting an Oath

Question
If a person, in a state of anger, says: 'It is forbidden for me to see so-and-so,' and after calming down retracts that, is there a requirement for an expiation of the oath?
Answer
I say, and with God's help: He must offer expiation for the oath even if he is angry; because prohibiting what is permissible is an oath, and God knows best.
