I say, and with God's help: It is permissible for both men and women to perform istinja (cleaning after relieving oneself) without water, but the Sunnah is to perform istinja with water due to its purity and cleanliness for both. A woman should pay more attention to this than a man, so that no odor emanates from her, which might repel her husband from her. And God knows best.
