The Oath of Divorce

A woman lives with her mother-in-law in the same house, and her mother-in-law does not want her to visit her neighbor. She told her son that their neighbor prevented his wife from speaking to her son’s wife, even though there is no problem between her and the neighbor. He swore an oath of divorce on his wife that she should not speak to the neighbor. A year and four months have passed since the oath, and she has not spoken to or visited the neighbor. However, now the neighbor frequently visits her mother-in-law, and she stays in her room to avoid speaking to the neighbor. She sent a message to the neighbor on her phone saying that her husband swore an oath of divorce on her not to speak to her. When she sees her, she only greets her with a handshake. Her husband told her that his oath was meant to scare her and that he did not intend for it to be a divorce, and it was to resolve the conflict between his mother and his wife. What should be done in this case?
Answer
I say, and with Allah's guidance: If the oath is taken, it cannot be revoked. If the condition is fulfilled, the divorce occurs, but the husband should consult the mufti to clarify the matter completely. And Allah knows best.
