I say, and with God's success: It is not obligatory for the husband to pay Zakat al-Fitr for his wife even if she is poor; because the reason for the obligation to perform Zakat al-Fitr for others is that there is a person who is dependent on him and he has full guardianship over her. Although he is obligated to provide for her, he does not have full guardianship over her, thus the reason is not fulfilled; as he does not have authority over her except in marital rights. Refer to: Rad al-Muhtar 2: 75, Bada'i al-Sana'i 2: 70-71, and Al-Wiqayah p. 230, and God knows best.
