If a person vowed that if he wins a competition at least with an iPhone, he will pray or fast, and he won more than what he requested, winning an apartment, what should he do? Is it a condition of the vow that the condition must be as the vower stated or not?

I say, and with God's help: If his intention was to win in such a way that he would obtain an iPhone or more, and he won more, he must fulfill the vow. If he conditioned the vow on winning only an iPhone, then the vow is not obligatory; as the condition was not met, and God knows best.
