Tayammum on Wet Ground

Question
Is it permissible to perform tayammum on wet ground?
Answer
I say, and with God's success: It is permissible to perform tayammum on moist ground, even if nothing sticks to one's hand from it; because what is struck upon in tayammum, if it is of the same kind as the earth: such as dust, sand, stone, and kohl, it is permissible to perform tayammum with it without dust; because what is considered in tayammum is the contact, as it is required to place the hand on the ground, not to use a part of it; due to His saying, {So perform tayammum with pure earth} (An-Nisa: 43). Al-Said is a name for what appears on the surface of the earth of its kind: such as dust, sand, and stone. Refer to: Fath Bab Al-Ibnaya 1: 115, Al-Muhit p. 269, and God knows best.
