Ruling on Reading in the Prayer of the Latecomer

Regarding the latecomer, if he was in the Dhuhr prayer and missed three rak'ahs, when he stands to catch up with what he missed, is it considered his first rak'ah in which he reads Al-Fatiha and a surah, or is it considered his third rak'ah in which he only reads Al-Fatiha?
Answer
I say, and with God's success: What the latecomer performs counts as his first prayer, so he should begin with the opening, seeking refuge, saying 'In the name of God', the Opening (Al-Fatiha), and the Surah. And God knows best.
