I say, and with God's help: The sacrifice is obligatory for everyone who owns the nisab of zakat, which is 100 grams of gold. If one does not possess it, it is not obligatory for them. If neither spouse possesses it, it is not obligatory for them, and whatever they do would be voluntary. They can perform it once for the man and once for the woman, and God knows best.
