There is a substance applied to the eyelashes here in Turkey at beauty centers; to lengthen and thicken the eyelashes, it resembles kohl (mascara) and has an oily consistency. Does it prevent water from reaching the skin, and is ablution valid with it?

I say, and with God's success: The principle is that oily substances do not prevent water from reaching (the skin), but you should consult specialists. If they do prevent it, then the ablution is not valid. God knows best.
