Inability to Fulfill a Vow

Question
If someone makes a vow and is unable to fulfill it, such as sacrificing a sheep or giving charity, should they atone for it like the expiation for an oath?
Answer
I say, and with God's help: He must fulfill the vow, and the expiation does not suffice in this case, and God knows best.
