In a previous fatwa, it was mentioned that the Witr prayer consists of three rak'ahs with two testimonies, and one who prays it with one testimony is sinful. It is known that there is a fatwa from one of the scholars allowing it to be prayed as three rak'ahs with one testimony. What is your evidence for that?
