Zakat on Installment Debt

Question
If a creditor gives a debtor an amount close to 27,000 dinars, and the debtor commits through executing the debt in court to repay the debt in monthly installments of 250 dinars over 9 years, how is the zakat on this debt for the creditor who does not have the nisab when the year is completed? And how is the zakat on the installment debt and the debt not received in general?
Answer

I say, and with God's success: The creditor possesses the nisab, and zakat is due on him for what is owed to him even if he does not have it in his hand. He pays zakat at the time of the completion of his year on all that he has received in that year for all the previous years of the debt before this received amount, and he continues to do so until he receives all the debt. And God knows best.
