The Ruling on Verification When Paying Zakat

Question
I would like to inquire about the distribution of zakat concerning the poor. Is it necessary to verify their poverty and investigate them? Are orphanages considered valid recipients of zakat? And does donating to a mosque that needs sewage extension count as a valid use of zakat?
Answer
I say, and with God's success: It is sufficient that the predominant assumption is that he is poor in order to give him support. Although orphanages pay directly to orphans, and no expenses go to the center, it is permissible to give them zakat. As for mosques, it is not permissible to give zakat to them because they are not a recipient, and the condition for giving zakat is the ownership of a Muslim, which is not fulfilled in the mosque. And God knows best.
