The Obligation of Zakat Does Not Decrease Wealth

I have not paid my Zakat for years, and it is estimated at an amount of (5000) dinars. I now have an amount of (10000) dinars. How should I pay my Zakat?
Answer
I say, and with God's success: The zakat of the past years remains a debt to Allah Almighty upon you, and you owe the full zakat of the ten (years). It is not permissible for you to reduce your wealth by the debt of zakat; because the debt that reduces zakat is the debt that has claims from the servants. The hidden wealth is not claimed by the imam for its zakat, so there are no claims from the servants regarding its zakat, whether it is in kind or in the debt. Therefore, the obligation of zakat is not prevented by the debts owed to Allah Almighty, such as expiations and vows, unlike visible wealth; because the imam demands its zakat. And Allah knows best.
