I say, and may Allah grant success: There is no minimum threshold required for the zakat on crops and fruits, meaning it is not estimated by a specific amount, like five wasqs as per the Shafi'i school, or a year, or reason, or maturity, as it is obligatory even for the insane and the child; because it is the produce of the growing land like tax, unlike zakat which is an act of worship. Thus, zakat is obligatory on everything that grows from the earth except what is not beneficial. Farmers must pay zakat on everything their lands produce, whether it is grains, vegetables, or fruits, regardless of the amount, even if it is little. As mentioned in the explanation of Al-Waqayah, Q67/A, and Allah knows best.
