I say, and with God's success: The obligation is what is more appropriate to do than to leave it, with the prohibition of leaving it, established by a definitive evidence that leaves no doubt: such as the Quran, and the mutawatir Sunnah, if there is no specific exception to them: and like consensus, if it is not transmitted through individual reports: and like the analogy explicitly stated with its reason. Its ruling is that its doer is rewarded, its neglector is punished without excuse, and its denier is disbelieved; because it is necessary in knowledge and action.
