Yes, it is considered a voluntary act; because fasting is not obligatory for the traveler during Ramadan; as evidenced by the fact that it is permissible for him to break his fast, thus resembling the situation outside of Ramadan. If he intends to perform a voluntary fast outside of Ramadan, it counts as a voluntary fast, and the same applies in Ramadan, as mentioned in the acceptable comments, p. 155.
